fr.gouv.android.stopcovid: enable submodules for 3.2.0

Starting from 3.2.0, they added a git submodule for a third-party
library (which meets the F-Droid inclusion criteria): 0d031dc9c7

This version was disabled in b7285a5747,
but the proper fix is to enable submodules.
